If you plan on buying stocks that are $2.00 or more use TradeKing. To be able to short stocks you'll need a margin account. You'll need 2k to open a margin account. I like to keep things simple. Easy flat rate for any trades., but the problem is that those rate tend to be a little higher. But you don't have to figure out the prices of stocks under $2.00. Sometimes those can be higher than flat rate anyway..

I use CharlesSwab for stocks under $2.00, and TradeKing for stocks over $2.00. Then I also have a TD account for their software. When you have the funds and are ready to start shorting then I'd get an IB account.
