I'm not absolutely certain but there is good chance the issue you may be running into here is a problem with the stock not accepting 3 decimal place ask prices (i.e. upto the thousandths). For example, let's say the ask is 2.50 and based on your parameters 1% of 2.50 is 0.025 but the stock only allows prices of 2.50, 2.51, 2.52, etc. instead of 2.525. It is set to accept decimals upto hundreths instead of thousandths. This parameter should work fine for very low priced stocks.
I would recommend setting separate hotkeys for lower and higher priced stocks if you still want to use the % offset. Otherwise you can set an offset in cents which should work universally for lower and higher priced stocks.

you can toggle the pre/post market by clicking the little crosshair icon on the botttom left next to the pin icon. It's slightly above "Basics" on your screenshot. The white prints are for trades that took place between the bid and the ask.

If IB doesn't work for you, then there are some offshore brokers like trade zero and sure trader but I wouldn't recommend them as they don't have a good reputation
