[TimAlerts] $TRGP is acquiring $ATLS for .1809 of Targa share + 9.24 per share. That's worth 23.22 for each share selling for under $4. Have I got that right? Why are we not all buying $ATLS?

[TimAlerts] $TRGP is acquiring $ATLS and Cooperman is buying shares of $ATLS. I don't understand why that isn't a takeover.
