[TimAlerts] Insider Buyers buy $5.5m of $TNGO, this equals 1.7% of Market Cap. Is this enough to make the price move with outsiders buying too?

[TimAlerts] I'm trying to figure out if $TNGO is a good play once it hits $7.69. The direcor is buying 1.4 M shares. The float is 34M. On yahoo statistics I read that 94% is owned by institutions. Are the institutions entities that can sell any time they want or do the first have to report before they do? 10% are shorting it. Highest volume today was about 700K but it has slowly been moving up passed the Fibonacci extensions. Now, could this be a good play? No one seems to want to answer the question or may
